Noureen is born in New York City on 28 February 1984. The actress has always had an interest in acting. As she attended the School of the Arts of Boston University, Noureen began to establish the basis of the career she would pursue. After graduating, Noureen began to apply for roles in various films. The year 2005 saw her got her first role in a crucial role for an upcoming film titled West Bank Story. West Bank Story premiered at the 2005 Sundance Film Festival and was shown at various festival events around the world. The film won the Oscar at the 2007 Oscar Awards for Best Live Action Short Film which set the tone for Noureen deWulf to have a future success. She starred next in Ghost World (2001), an acclaimed film which garnered her an award of a Golden Globe.
